The Council of West Lindsey has announced that they will not be pursuing a selective licensing scheme
The decision was made by The Prosperous Communities Committee on 7th March 2023.
The policy position in regards to selective licensing has been set as “Option D”, which includes a review period scheduled between 12 and 24 months. The Prosperous Communities Committee will receive a further report in six months, outlining the proposed approach for delivery.

In lieu of a selective licensing scheme, the council will be taking a proactive approach to enforcement, targeted towards properties currently rated E, which are not covered by the council’s proactive Minimum Energy Efficiency Standards (MEES) project. Additionally, the council plans to engage with landlords and establish a landlord forum to promote best practices and information sharing.
Councillors have expressed that they have not dismissed the possibility of revisiting selective licensing in the future, but this is unlikely to occur in the short term, with a timeframe of 18 to 24 months. This will allow ample time for the proposed government reforms in the Private Rented Sector (PRS) to be implemented and better understood.
