East Staffordshire Borough Council has launched a formal consultation on a proposal to extend Selective Licensing to a further 16 streets within the borough. This is a significant development that could have financial, legal and operational implications for landlords, letting agents, tenants and local businesses operating within the proposed areas.
If approved, the new Selective Licensing designation would require all landlords in the affected streets to obtain a licence for each private rented property, subject to fees, licence conditions and potential enforcement action for non-compliance. The designation is proposed to commence in October 2026 and run for a five-year period.
This consultation is your opportunity to influence the Council’s decision before it is made. Members are strongly encouraged to review the proposal in detail, understand how they may be affected, and submit their views as part of the consultation process. A Landlords Forum will also be held shortly to discuss this proposal alongside the upcoming commencement of the Renters’ Rights Act 2025 on 1 May 2026.

East Staffordshire Borough Council is proposing to introduce Selective Licensing to an additional 16 streets in the borough and is keen to hear your views before any decisions are made. If you are a tenant, resident, landlord, letting agent or business, living or operating in one of the proposed areas, you could be affected by the proposal. It is proposed that the designation will start in October 2026 and last for 5 years.
The proposal includes the following streets, which have been identified as areas with a high percentage of private rented properties and concentrations of poor property conditions:

The standard fee is £700 for a single property and £800 for a property in multiple occupation. Discounts are available for early applications, accredited landlords and multiple properties. There are penalties for anyone who does not obtain a licence or abide by the conditions.
Selective Licensing aims to bring widespread benefits to the local community. It ensures that properties are managed to a satisfactory standard, raising housing conditions for tenants and reducing deprivation.
