Key Updates and Discussions
HMO Amenity Standards
Julie Liversage (HMO Licensing Manager) confirmed that the updated Amenity Standards for HMOs are now live on the Nottingham City Council website.
The new guidance covers kitchens, washing, and general space standards. While the format remains similar to the previous version, updates include fixed cooking facilities in studio accommodation.
New licences will need to comply with these standards immediately, while existing cases will be reviewed individually.

Planning Updates
Matthew Grant (Senior Planner) shared that the ‘To Let’ board restrictions proposal has been submitted to the Secretary of State, with 94% public support. Determination is expected by the end of the year.
Additionally, the Council is preparing new planning guidance for co-living and professional lets, outlining standards between student and traditional housing. Publication is anticipated for late November or early December 2025.
Legislative and Council Updates
Awaab’s Law:
Currently applies only to the social housing sector, with PRS implementation expected around 2027. EMPO and DASH will continue to offer relevant training and guidance for landlords ahead of time.
Renters’ Rights Bill:
New legislation is expected in April 2026, including a proposed national register for short-term lets (e.g. Airbnb). Nottingham City Council continues to monitor developments in relation to fire safety and cladding regulations for taller buildings.
Compliance Inspections:
Concerns were raised around delays and lack of detail in inspection feedback. David Hobbs (Selective Licensing Manager) invited landlords to share specific cases for review and will explore improvements in communication and reporting, including photo documentation.
Social Impact Report:
Currently being finalised and expected to be published before Christmas 2025.
Tenancy and Section 21 Notices
Paul Greevy (Strategic Housing Manager) clarified the Council’s stance: under the Homelessness Code of Guidance (section 6.3.2), a validly served Section 21 notice must be accepted.
Instances where tenants are advised otherwise should be reported so they can be reviewed internal
Additional Updates
- Landlord Database: The Council is developing a more efficient document submission process.
- Data Sharing: Work is underway with the DWP to improve data-sharing agreements for investigations.
- Training Opportunities: Derby is hosting HHSRS upskilling courses, and EMPO continues to expand its training programmes for landlords and agents.
