There is no argument about the need to raise standards in the private rented sector and to target criminal landlords. Although significant numbers of tenants are happy with the condition of their housing, others need their interests to be safeguarded.
However the imposition of a one-off £600.00 fee on each rental property across Nottingham is an unfair way of going about it. We believe it also sends a signal to professional landlords and agents that the sector is riddled with businesses only interested in profiteering and banking rents while spending very little on their properties. Many landlords are running low margin portfolios to fund their retirement, while others with older properties are spending heavily on maintenance while property values across Nottingham continue to struggle.
To stay ahead landlords will pass on the costs of licensing to tenants in the form of higher rents, as they will with the costs associated with the removal of mortgage tax relief and the wear and tear allowance.
This prefect storm is going to push the poorest tenants out of the system and towards homelessness. Inward investment by landlords and Build to rent developers will target areas outside the City boundaries. Leaving the City to deal with a crisis in its housing provision.
East Midlands Property Owners (EMPO) believes Selective Licensing is a useful tool for targeted enforcement, however we believe the proposed scale of this scheme is unnecessary and as stated will have wide ranging consequences.
